Floyds the better fighter but it doesnt mean Pac couldnt have the greater legacy. Plenty of great fighters have losses to fighters that never achieved as much. Now that doesnt mean Pac has a better legacy or will have one just that its been done and its possible. Pac and Floyds legacies are pretty close and it would take alot of good to great wins to get past the fact he lost to Mayweather. He just isnt young enough to do it and like some have said he has Jeff Horn problems.

If Floyd cares for his legacy the rematch will happen. No matter how many people say he won there's more who will say it was not convincing or he lost. Pacquiao fighting at 40 an undefeated young world champion, at a weight he is small for, speaks volumes of who he is as a fighter and cements his legacy.
