The fighter....most of the time. If he doesnt have a personality, doesnt engage the fans or bores the hell out of people with his fights then he deserves majority of the blame.
The promoter is 2nd. If they dont promote the fight on tv, internet, radio, billboards, etc...or stack the undercard with exciting matches knowing the main event is going to be a typical snorefest or the opponent is just as uninteresting as the headliner then its their fault as well.
Lastly and this is probably the fault of the promoter too, now that I think about it, is the date of the fight. If it's on a high traffic date in the middle of playoffs (any sport) or big college football games, a holiday weekend, then they SHOULD count on a low buy rate.Comment

The promoter. He decided the fight should be on PPV when it shouldn’t be and did a poor job building the fight as a PPV worthy event.Comment

The manager is in charge of the fighters career that's why theyre called managers.
A fighters PPV worth is built up on who they fight and how they win.
If a fighters fighting piss poor competition for years he cant be a PPV fighter,a promoter can only promote what they have ,you can only b.s the fans to an extent.
Of course they all are at fault but it is a managers job to manage, a promoter cannot do his job to the fullest trying to shine shyte.Comment

Its usually a team thing. Or its someone on the team having delusions of grandeur about the fighters PPV future, which can sometimes be the fighter himself.Comment

That mindset is ***ing toxic for selling fights
Mexican-Americans have very exciting styles but are rarely ever the the top draw. They don’t talk as much as other American fighters
