He did the same thing with his fighter...instead of fighting a rematch with Wilder he took his fighter another way to make some money while the crowd builds for the rematch...in this case Ruiz does the samething, but since PBC promotes Ruiz, PBC will have a HEAVYWEIGHT TITLE UNIFICATION, RUIZ VS WILDER----possibly leading into a WW UNIFICATION between their fighters

I think the prevailing logic in boxing, regardless of betting odds, is that the winner of the first fight more often than not wins the rematch, and more emphatically. I obviously don't have a comprehensive list to prove that, but just taking Sugar Shane Mosley's career as an example (the dude loved rematches):
SSM beat ODLH twice by decision
SSM lost to V. Forrest twice by decision
SSM lost to Winky Wright twice by decision
SSM beat F. Vargas twice by KO
