However, a nice legit tournament between contenders, fringe contenders and prospects to produce a legit contender would be possible.

Hrgovic, Martin, Bryan, Joyce, Bakole, Wallin, Kabayel, Milas

    should be a good lineup.

Kabayel and Milas are fighting somewhere in europe and probably dont get as much money as they would get for the WBSS.

Joyce is already older and at the moment avoided, so he should be eager to participate.
bakole, wallin, bryan and martin wont probably get close to a title shot on their own, so they can prove themselve in the tournament.

hrgovic is a croatian and wont be a ticket seller in the US, so the WBSS should be his best option for him.
I like the idea too. The top guys wouldn't participate of course, but there are a whole bunch of up and comers who would jump at it. The real prize at the end might be to pick up a mandatory slot for a title shot.

My bet is there would easily be 8 reasonable talents found such that it would be entertaining, and we might end up with a new star at the end.

It was only a year ago that Ruiz was on the verge of quitting the sport for example as he wasn't seeing a way forward - a WBSS tourny back then would have given him a route to a title shot that way - might be another Ruiz out there.
