If Ortiz with his wins over guys like Thompson and Jennings is somehow top 5, than is Ruiz clearly N. 1.
There are arguments all round though.

    Wilder beat Ortiz.

Fury beat Wlad/got off the canvas v Wilder

Joshua got up to beat Wlad, and also beat Povetkin

Ruiz just beat Joshua, but lost to Parker.

Overally I would say Ortiz has the weakest resume so far, but undoubted Cuban pedigree etc. By resume Wilder is number 1 at the moment, Fury a close second. Ruiz now comes in at 3.

My friend, Ortiz`s best wins are Jennings and Thompson. Oh, and Hammer.

      How is Ortiz elite win?

I agree, Ortiz hasn't had an 'elite' win yet so that's why I rate him below Wilder, Fury and Ruiz.
