How long until the IBF strips Andy Ruiz?

By the time the rematch takes place, over two years will have gone by since the last mandatory defense. Even if the IBF isn't next in the rotation, which is debatable, Ruiz vs. Joshua II is considered a voluntary defense, so I don't see any mechanism for Ruiz to keep the IBF title. Which means Pulev will be fighting for the vacant belt.

Since IBF is infamous for stripping unified champions, maybe in less than 3 weeks...

In line with this, I think Loma is in a good path on targeting the IBF belt for last...
