Whyte never ducked Ortiz. He just didn't want to wait around for 2 years being the "second mandatory". Whyte wanted the WBC to promise that if he beat Ortiz he would get Wilder next which they would not do since Breazeale was already ahead in line.

Kinda like how Wilder said he'd fight Whyte If Hearn Guaranteed AJ was next .
