dont hold your breath. Pacuqioa vs Thurman just coincidental held the WBA regular and super belt. The fight wasnt mandated and the WBA will 100% sanction another fight between 2 random boxers for the vacant WVA regular belt.

Concerning your second question, most divisions have 2 belts, some even three belts. Joyce just recently became the WBA Gold champion, whatever the hell this belt is supposed to be. The WBA is by far the worse organisation and shouldnt be recognised anymore.
