to some degree I agree, If you are on top rank than I think you options are taken out of your hands. However if you are on PBC their is absolutely no reason you cant fight whoever you want when you want and it has been proven time and time again with Jacobs, Mikey, Khan who all went on and took whatever fight they wanted no matter the weight class, network, or promotional team.
