Blazing fast reflexes hand foot speed or all round technically skilled devastating power puncher.

    Effective speed > powerful skill.

Impeccable timing and power > blazing fast reflexes hand and foot speed.

All it takes is 1 punch and skills means defense and knowing how to cut off the ring, countering, adjustments and accuracy.

        ''......or powerful slow skillfull fighters.''

Even by your standards, blazing fast reflexes > impeccable timing.

That 1 punch theory rarely comes to fruition.

        Most fights end with scorecards.

Awful question. If one or the other were "better" then all fighters would take that one approach. It varies by the fighter.

Pure speed will "almost" always win the day. Look at Jones Jr, he was nearly untouchable until he slowed down. He also lacked so many fundamentals but it made no difference with his speed and reflexes. He paid the price for his lack of proper defence later on, but that is another story.
