Yea I think I agree with your 2nd paragraph much more than think the 1st paragraph is in play.

But we shall see. Arum doesn't have the pull with the WBC like he does with the WBO so maybe Teofimo doesn't get it. Who knows. I suspect even if he doesn't get it he'll be the mando for it real quick with 2 guys of the 4 ahead of him getting the title shot doe so if it happens quick enough maybe Teofimo can still get a belt within the next 6-8 months & parlay that into the Loma fight in early 2020.

Regarding vacant WBC Lightweight title

Hearing Abdullaev (ranked #2) will be observing Ramadan and therefor will not be available to fight in July
