If it's a voluntary defence then champ will always hold the cards at the negotiating table, but if it becomes a mandatory then the man with the deepest pockets holds the cards. I don't see the problem in Brook going to the Sates though - he's likely going to need a KO against Crawford wherever the fight is as Bud is just a better boxer than him.
