If Haymon actually is blocking this then there's only one reason... Deontay Wilder.
Ortiz is one of the few fighters that Haymon can realistically sell as a competitive Wilder fight (along with maybe Kownacki) so if Haymon allows him to fight Joshua then that's one less fighter for Wilder to fight and less power for Haymon in negotiations with Hearn regarding a Wilder v Joshua fight. Beyond that Wilder is riding on a high off of his win off of Ortiz and draw with Fury... if Joshua does face Ortiz and wipes the floor of him in a far more dominant fashion than Wilder did then Wilder's stock and value plummets and subsequently Haymon will make less off of the real money fight.
