Why the exception for heavyweights and cruiserweights????? They age the same way lighter boxers do and their prime lasts no longer. The oldest champion is Hopkins and he is not a cruiserweight or a heavyweight. Mayweather was fighting very well at 40+ and Pacquiao can still fight well. Most heavyweights and cruiserweights are not in their prime at 33 years old.
