I think he does too, and that's hardly a stretch given the bookies are on board too, but I would be surprised if Rodriguez/Tete made it easy for him (and not counting out Donaire, although I think his best days are behind him). If Inoue does win easily, that would be one hell of a statement from him.

Will be interesting what came next if that happened. Winner presumably ends up WBO/IBF/WBA, so a unification with Oubaali for the WBC would make sense.
