Why don't Latinos and Asians produce many Heavyweights?

Countries like Mexico and Japan produce lots of great champions in the lower divisions, but rarely do they produce great Heavyweight champions. Why?

If you go to Japan and China there are actually a lot of huge tall guys nowadays. So why is their success in boxing and MMA mostly limited to the lower weight classes?

I know there's John Ruiz but he really wasn't that great.
