For a few reasons. #1 - So the victim feels like they're able to reclaim control of who touches them. #2 - To show their attacker that they have no problem being touched, they just don't want to be touched by their attacker. #3 - To try to convince themselves what happened was no big deal and they like to rub up on guys anyway so maybe there's no reason to be upset.
