Keith Thurman was allowed to keep his WBA title despite being inactive for a LONG time due to injury while others stripped him - notably the WBC.
Floyd was and is the longest term WBA 154 champ - 4 years. With ONE defense.
Why is this exactly? It doesn't shine well on the org to just allow belt holders to marinate titles while "regular" champions get created off to the side. And it seems like WBA is the most notorious for basically ducking unification enforcement and just creates more sprawl with "regular", "interim", etc.
