Wilder didn't send anything it was all a ploy to stall time to confuse the public with a counter offer non applicable which is not remotely possible to come off . They had him send a vague message and followed it with cancelled meetings.

This ensures the fight would fall through and they could renegotiate price points where they wasted every ones time for another 2 million months later , then ultimately they instruct Wilder to lose his pen when Fury becomes an option which was the plan all along dating back to April 2018.
