Arum is quite happy with his acquisition of Tyson Fury and it's obvious that if he wants a return on his investment he needs to pad Fury's resume with less than stellar fights... similar to whats been happening with Bud Crawford.
Putting Fury back in with Wilder knowing that there is a high possibility he might be KO'd does not bold well for Arum and Top Rank. So its obvious the goal is to take advantage of Fury's surge in popularity and milk his fans until they demand big fights.
The problem I see for Arum is that Fury is not interesting to watch unless he is in a fight with a dangerous opponent. I have seen about 5 of his fights and the only two I remember is Wilder and Klitschko and as far as I can tell his entire career is based on his unexpected performance in both of those contests. In other words nobody wants to see Fury fight mediocre competition, any fight like that will be and has been boring, fans will turn away, and Arum will lose money on this investment.
