Neither Wilder nor Fury were signed to Arum. But he found a way to ruin the rematch anyway.

Wilder isn't signed to any promoter or network according to him and Fury's deal with Arum was a co-promotion deal. So both were available and Fury signing with Arum shouldn't hold up the fight. It would be if Arum and/or Haymon didn't want to negotiate that holds up the fight.
