Lomachenko asked for and called out for the fight whilst at 130. Tank said "It's not a good idea to fight him", "You can't rush greatness", "I don't need him", "He doesn't sell out arenas". Loma went to a division where a champion had the guts (unlike Tank) to fight him so he went with that. He's said he wants to fight Tank and will come back down in weight for it to accommodate Tank. Tank has said he's not interested in the fight and got upset when Mayweather pretended to try and make it saying "Floyd is setting me up to lose".

Sounds pretty clear to me he doesn't think he can win and is fine with openly ducking.
