I didn't see Bud allow him to get away with these dirty tactics and before you say the ref the ref in the Bud fight was hardly needed.
Bud just stood up to Jeff and gave back as for Pac he let himself get Bullied for 12 rounds.
Their is a difference.

Ah duh.. Bud learned from Pac's fight with Horn, so everytime he clinches he was ready to not get caught up in the situation, and secondly, Bud is a bigger man. He is actually as tall as Horn, thus he has the height and strength to not be crudely mauled. Pac is a small dude. Haven't you heard? There are physical dynamics at play. Horn was allowed to wrestle in Australia. Off course a bigger man can do harm in wrestling to a smaller dude. This was what was allowed in that fight. It's called fouling. Horn wrestled to win in a boxing match. That's what makes it a fluke win.
