Actually GGG did. Brook was top 10 after the Porter win. Pretty sure he was at the time of the fight as well, if not he was right at the cusp.

JMM was top 2 P4P when Floyd fought him.

Rigo was top 10 when Loma fought him.

And Garcia is top 5 when Spence fights him.

So actually all these smaller fighters coming up were top 10 P4P fighters. One difference is that Garcia actually won a belt at the weight class below WW and three of his five fights since his return have been at 140. Not the same with other examples.
