Who picks the judges in boxing?

It's the commission right?
Although a promoter/fighter's team can reject on good reason. AJ vs Parker is good to look at. People will criticise the ref and judges.
The ref and judge selection was argued by Parker's team. They wanted a neutral ref and judges from both countries + 1 neutral. They had the choice of completely neutral everything.
Parker's team afterwards cried about the ref but before said they researched the ref, signed off on him and described it as a massive win for the ref and judges.
