It depends on what your standards are. There is a huge difference in punching power between a small light punching heavyweight like Byrd and a big hard punching heavyweight like Wlad. No middleweight or light heavyweight is ever going to punch as hard as Wlad or Wilder or AJ. Some middleweights hit as hard or possibly harder than Byrd and many light heavyweights like Bob Foster and Spinks hit harder than Byrd. I don't even count today's cruiserweights. Cruiserweights can make the 200 pound weight limit 30 hours before the fight and come into the ring weighing the same 215 pounds that a prime Foreman and Liston weighed so to me cruiserweights are really heavyweights.

Regardless of how McClellan or Jackson hit, im sure it wouldnt have been nearly as effective at HW if that’s what the TS is asking.

Several CWs fighters had power at HW but below that, there arent too many, if at all.

Guys like Holyfield, Spinks, RJJ, Moorer, weren't huge punchers at HW
