Manny Pacquiao's 10 year PED challenge

It has been about 10 years since Manny Pacquiao first refused to undergo OST, in fear of getting caught with performance enhancers and tarnishing his legacy. The refusal however to undergo a stricter drug test has left a black mark on his career in which critics wonder why would you turn down a drug test if you claim you are drug free.

So my question is this, how many other fighters since, have refused a drug test.
Surely Manny pacquiao isn't the only boxer who is afraid of needles.

If they refused testing they wouldn't have failed either.

I haven't made any threads regarding Shane or Roy because...... they never refused a drug test. They came up positive along with Carmelo so what's there to wonder...? They are also retired so..... next question?

It didn't leave a "black mark on his career ". Don't kid yourself there Paulie.
Yes, he was criticized for it and it left a lot of people still scratching their heads. But, his legacy is not the least bit defined by it.
