I see Porter as next Manny`s fight ( if he beats Ugas ). There are reasons:

1. He is not a star, he will not want a huge money for the fight.
2. He is a champ, beating him makes Pacquiao a "real" champ.
3. He is not unbeaten, ready to fight anybody.

Reserve scenario is Garcia -Granados winner, but Porter is better option.
