Everyone agrees that today's Broner is a bum. There is no disagreement on that.

Yet, Manny beating a bum, somehow makes him a top ww. It means he would beat a top 5 p4p fighter in his prime, in Mikey, it means he might beat Spence, etc. etc.

Broner is not a top fighter in 2019. In any division. Yet, beating him puts Manny at the top of the most loaded division in boxing. lmao. Manny is still good, but beating Broner does not suddenly put vault him back into the p4p category. Pacquiao is towards the bottom of the top 10 at welterweight. Which is a hell of an accomplishment considering his size and his age.
