Yeah, I think the WBO most likely order it at some point.

I doubt it. I think Andrade is a cherry picker who became a so called world champion by beating Fox who boxrec ranks 75th in the world and then beating an unknown African who boxrec ranks 29th in for the vacant title. Andrade now fights a guy Saunders already beat who is ranked 31st in the world. Boxrec ranks Saunders 5th in the world and Andrade 7th in the world. Hearn won't let Andrade fight Saunders and take a loss in my opinion.

Nope, BJS does nothing for anyone now that he lost his belt. Even if you manage to beat BJS you will look horrible in doing so.

Frank will just walk into the WBO offices once Saunders is unbanned and throw some money around. Eddie can't do much after that.

BJS defied the WBO’s mandate to serve his 6-month ban sentence. He fought just 2 months after his PED violation.

He was even given the opportunity to provide the WBO a case for his (and Warren’s) claim of no wrongdoing that reflected his striping of the belt. He was supposed to serve 6 months regardless, instead, he fought recently in his domestic soil.

Therefore, BJS imho will have a hard time fighting within the org if he dismissed their disciplinary action. BJS will most likely fight domestic or Europe.
