    I would think it would be beneficial to make fewer weight classes, due to the fact that sanctioning bodies made more to make money and it is very confusing. Possibly use the amateur system or something similar to that

      Your intention is admirable, but as long as this new sanctioning body is dealing with promoters who represent individuals fighters, it will be more of the same.

      The only paradigm that will serve boxing is to create a federation of athletes that controls the sport in all aspects, including rankings, match ups, splits, drug testing, etc. Its relationship with promoters will be one in which it transparently offers fights to broadcasters who in turn accept bids from promoters.
