Is the WBSS in financial trouble?

Expenses like that have always come out of a fighters purse though...whenever you see the purse it’s always before the corner, manager, promoter, etc. get their chunks.

I think that's kinda the point here - as far as I can tell the basic pay for just entering the competition is pretty low so the fighters are taking a bit of a risk in going out in the first round... from the article I linked it sounds like maybe the WBSS reimburse expenses, on top of the basic pay. Not entirely clear, but that's what I took from it.

Like you say though, let's just hope it's BS, the WBSS is one of the best things to happen to boxing for a while in my book. Should do that ish every other year in every division if it were up to me.
