AJ's first title was IBF they announced mandatory before Wlad fight. AJ got WBA in Wlad fight Ortiz was WBA Mando all Ortiz had to do was wait but chose to fight Wilder.

AJ v Whyte makes more money in April as bigger fight for casuals and deals with WBO mando.

Ortiz is older than Povetkin as well as a PED cheat with a previous knock out loss unlike Pov pre AJ. Ortiz will be 40 in April so you guys will not give AJ credit for someone older less proven and classed as Wilders leftovers as you wouldn't even give credit for the Wlad as a proven champ and possible ATG HW he was 41.
