If roach is such an atg trainer, why is Pacquiao his only consistent winner?

Roach isn't an ATG, he doesn't come close to someone like Steward. Steward made multiple ATG's and you could see that he moulded the fighters to fight the style he wanted. Roach got lucky and got an athletically gifted fighter and just had to teach him some basics to make him great.

A better question is if Roach is not a good trainer why do so many good boxers want to be trained by him rather than anyone else? No trainer who's fighters fight at the top level win consistently. Name one trainer who wins consistently at the top level.
