I think the best Cotto was at 147. The version which could comfortably make 140 was pre-prime Cotto. Still think that he would be too much for Garcia

Mikey couldn't even beat Regis Prograis or Josh Taylor. Doubt he could beat Cotto after seeing him struggle with Lipinets.

Mikey has the skills but prime Cotto was 147 ( I believe). Mikey hasn't fought elite talent at 140.
