Well none of the top fighters wanna fight Ortiz so he can only fight whoever accepts the challenge...

True, but he could be facing guys better than Kaufmann and Cojanu.

Haymon has loads of heavies he could match up with Ortiz but he keeps fighting these guys that are a waste of his time and talent.

Ortiz is nearly 40. He won't be fighting a rematch with Wilder until at least 2020 as there's the Fury rematch and Breazeale mandatory or Joshua fight in 2019 for Wilder.

Hearn reportedly trying to sign Ortiz to a 3 fight deal. Hearn could at least get him some better opposition instead of guys like Kaufmann.

What is he staying busy for? You have stay busy fights until better fights come along right? But he isn't fighting Wilder any time soon with him tied up with Fury for 2 fights then Breazeale or Joshua.

He's not got long left on the top at his age, he needs to have another meaningful fight ASAP, before he becomes just a name to pad a younger fighters record.
