Khabib is big, especially after beating Conor. UFC 229 sold around 2.4 million PPVs, and a good part of that is because Conor was fighting Khabib. It beat the Conor-Nate rematch PPV by about 800,000 sales.
There is certainly a way to spin a Khabib vs. Floyd fight and make a ton of money.
