If Hurd wants a tune-up after surgery, that's fine really though. It's just not adding anything to the card.

Do not underestimate the fan base of Jason Welborn!!!!!!! But yeah, once it was said Hurd was going to be on the UC and wanted a tuned up, you just knew it wouldn't be anyone to get excited for. Hurd has gone tough for a while so no worries he takes on Welborn to test out his shoulder after the operation. And I'm guessing this fight will be at MW? Maybe to test the waters of that weight class before he officially makes that move later in 2019?
