This is what I think it is. And it could be tax reason too.

Official purse is what he getting paid right now. what it gonna be reported to the tax man, so he will have to pay taxes on this this year (tax period)

Guaranteed purse is what he is getting paid 100% but he might not see all that right away, might come trickling in next year. so he wont have to pay taxes on what has not came in it.
