**** no. Hatton and Smith were not world class or anywhere near to it. Neither was Rhodes, and he was finished by that point. Khan was the only world class guy but was far too small.

Saunders and Callum Smith are the fights to make to give him that title. But the odds of those fights happening are slim to none. Hell, Oscar and Canelo have already said they won't fight Saunders. They both know Saunders is all wrong for him and he'd end up getting schooled.
