Well, Pac didnt HAVE to fight for the belt. He could have simply knocked Matthysse out without paying a sanctioning fee. In all honesty, that would have been the smarter thing to do financially since anyone who wants to fight you, or anyone who has interest in watching you fight would not be doing so because you are a paper champ, but instead because you are Manny Pacquaio. So save your money and stop wasting it on sanctioning fees for secondary titles Manny!

Goes for Alvarez as well if he is actually going to pay a fee to fight for the secondary 168lb belt.

what you say is true, however I cant recall a time ever, where a boxer refused to accept a title because it wasnt the superior version of said title. Even though its only the paper version of a title its still a title and guys can still use it as leverage and call themselves a champ.
