He wasnt arrested until this week (or more like charges were pressed this week and Ortiz turned himself in then bailed out)

But the allegedly ****d woman made the claims back in march and the investigation has been happening in the meantime, so police must have been questioning people as part of the investigation, so word had to have gotten around and Rios heard it.
