In America, we have the prison industrial complex, where corporations make money off of Black men filling prisons and get free slave labor as well, so it's not going to happen here, but I'll never understand why most European countries don't just legalize drugs and do what you said.

Why wouldn't England just make it legal and save themselves a hell of a lot of trouble and worry about rapists and murderers?

I've been hoping for this for years. Something like what Portugal is doing where they've decriminalised drugs. I agree with legalisation but coupled with mandatory counselling like Portugal. There's a lot of benefits to this. Buy weed from dealers in the UK and you never know what it's laced with. But there's a loophole so that vaping CBD is legal and the stuff you buy from vape shops is of medicinal quality and pure. When the UK banned Khat in 2014 it didn't go off the streets, it just went underground, where it's mixed with God knows what and shot up from £3 to £10.

Not to mention that we could use the revenue generated towards treatment and prevention programs which are proved to be far more effective than punitive measures - the answer? Who knows? The policy has been mooted for years and has the research to back it up, but politically it's a bit of a hot potato... successive governments have marketed themselves as being 'tough on crime' and seem to be worried that this sort of policy could be attacked as weakness by the opposition. Typical political ******ity.

Course - the more devious minded amongst us might point out that having a society awash with drugs is also a fairly effective way of keeping the hoi polloi distracted or sedate, but honestly, who knows?
