Wouldn't it have been something to do with Fury's issues, either the drug/alcohol or doping ban or temporary retirement?

Fury had the Wlad rematch situation going on, and then vanished from boxing for like 2 years. It was getting set up for down the road but there ended up being no road.

Rematch with Wlad and then Fury had some issues. We would never know if Wilder would have actually fought Fury doe if those things didn’t happen. But can’t fault Wilder for it not happening at that time. The timeline just wasn’t right.

Because Wilder was following a script written by Finkel, "My baby won't be rushed to fight the big boys."
He was more than happy to oblige and be protected like a baby.
Thousands of his interviews, after dismantling a human punching bag in Stiverne, Wilder was always skirting the talk of fighting top fighters.
Kind of like emulating Adonis Stevenson.
