The winner of GGG-Canelo will probably have the best win of the year, but they didn't do much other than this fight. Had the winner, whoever it is, gotten another good/great win they would have a good case. That doesn't look to be the case though and one fight, even if it's the best win of the year, isn't good enough to top three good wins and becoming Undisputed World Champion.
Canelo tested positive though, so it's going to be hard to give it to him.
If Loma beats Pedraza he will have a very great year with victories over Linares, WBA/Ring Champion and #1 at the Lightweight division at the time, and Pedraza in a unification fight.
If Loma was able to get one more fight against another good opponent he would have a strong case. Unfortunately, due to his injury, he will only fight twice.
Mikey didn't have a bad year. Unified against Easter and beat Lipinets to capture a title in his fourth weight class. Solid year for him. Who knows if he fights again this year though.
If Usyk beats Bellew he will end the year with three good wins and Unified World Champion. He also traveled to the opponent's backyards to beat them. I would say Usyk is the strong runner if he is able to beat Bellew.
If Usyk doesn't beat Bellew then Fighter of the Year would be open to the other four.
Other than those five (Usyk, Loma, Mikey, and GGG/Canelo) I don't know who else would be in contention. Maybe I'm missing someone since I did this off the top of my head.
Usyk, if he beats Bellew, is the strongest contender for sure in my opinion.
If Wilder finishes the year with knockouts of undefeated Luis Ortiz and Tyson Fury, I would rank that higher than a close decision and a wide decision over undefeated Mairis Briedis and Murat Gassiev. Usyk would need a special performance against Bellew to overtake Wilder, but that rests on Wilder actually fighting and knocking Fury out before the end of the year.
People have been mentioning Wilder if he beats Fury. He would be a strong contender, completely forgot about him.
Having said that, Ortiz has never been a World Champion and hasn't really accomplished a whole lot. Let's not make that win worth more than it actually is. It seems like people are just going by what they think Ortiz can do, than what he has actually done.
If Usyk beats Bellew he would have beaten three former or current World Champions and all in their backyard, while becoming Undisputed. I don't see how anyone can rank Wilder over Usyk, even if Wilder beats Fury.
Dogboe is more of the Breakout Star of the Year. He had a breakout year, but don't think he is Fighter of the Year. Magdaleno was the only good win. Otake and Juarez are solid wins, but neither guy is all that accomplished.
Another guy I forgot is Josh Warrington. If Warrington beats Frampton he would have a good year. I don't think it's enough to put him over some of the other guys, but worth discussing.
After looking at it a little more I think the contenders are:
Usyk, Lomachenko, Wilder, and GGG/Canelo winner, Mikey, with Dogboe, and Warrington as contenders.
After looking at it more closely I still think Usyk had the best year, if he beats Bellew of course.
If Canelo beats GGG the fact that he tested positive may be a strong case against him, along with the fact that the GGG fight would be his only fight.
Still a few months left so let's see what happens.
