I thought they were supposed to announce it during Canelo vs GGG fight week. What happened??

Warren and Finkel engineered a situation to get Wilder out of fighting Joshua in November or October, and announce Wilder/Fury in Joshua/Povetkin fight week instead.

They are both trying to counter the threat to the market that Matchroom and DAZN are bringing.

Maybe they will announce it during Mayweather vs Pacquiao II week hahahaha. All of these fight dates are getting snatched up and Fury vs Wilder still has nothing set. They just jumped the gun and said "it's on" but they never really looked at the dates, venues, everything else. That's bad any way you look at it because setting up a fight, especially a big fight, is a big undertaking. Fury has fought the last couple of fights on an under card so he didn't have to worry about anything on the business side. And Wilder's team is not very professional because if they were, they would have taken the 15 million and set up the unification fight for all the belts already.
