English referees are in general the worst referees in the world when it comes to helping their countrymen win fights. Povetkin will have two opponents in the ring, The ref might DQ him for punching too hard.

I was going to make the same post, but yours sums it up perfectly. British refs always seem to be looking for the slightest excuse to give the hometown fighter a TKO victory. They treat 12-round championship fights like insignificant 4-round preliminary matches.
