Floyd's IV vs Manny's cut off request?

I hate to beat on a dead horse, but im curious to know what's the difference between these 2? Both can be seen as a way to juice up and not get caught.

The floyd fans says manny asking for a cut off is a way of him trying to juice up but then says floyd's 750 mL of IV use is not suspect and there is nothing shady about it.

So im just wondering how one can be shady while the other one is not, when both of those cases can be a way to juice up and not get caught?
