No, there's nothing fishy about that. That is how retroactive TUEs work. The application process takes time. Medical information has to be gathered, lawyers are consulted to file the paperwork correctly and argue the case of the athlete, etc. When the paramedics are called and the water & vitamins are given, the application for retroactive TUE isn't expected to be filed the next day. USADA is going to conduct their own investigation, interview witnesses, including the USADA DCO that spent the entire day with Mayweather, witnessed his condition, witnessed the administering of the IV, etc. Mayweather's medical and legal team are going to interview witnesses, analyze the medical information, make sure everything is filled out correctly, etc.

Everything was submitted within the acceptable time frame of USADA.




NAC director plainly stated that Mayweather did nothing wrong, but that NAC was upset that USADA didn't consult them. From USADA's position, there was nothing to consult NAC about because the IV was legal under NAC rules. NAC's ego was bruised by the way HBO's hitman Thomas Hauser presented things in his hit piece and the director tried to save face, but he never said anything fishy was going on. He simply said that USADA should have informed him of what was going on, which is debatable since NAC rules didn't prohibit the IV to begin with.




Because medical information is typically kept quiet until the findings are ready to be released. IV was legal in Nevada, but not legal under USADA unless USADA determined it was for legitimate medical reasons. USADA determiend it was for legitimate medical reasons. Everything was on the up and up.

IV was legal under NAC rules.

To ensure there wasn't IV abuse, Floyd & Pac voluntarily agreed to hire USADA to determine if any IV use was for legitimate medical purposes.

USADA followed Floyd around all day, was there when the medics were called, were there when the IV was administered, and made Floyd give a urine sample both immediately before the IV and immediately after the IV. Floyd's team filled out the appropriate paperwork for when an IV is unexpectedly needed for a legitimate medical purpose, USADA conducted their own investigation, and determined the application was valid.

There was only any controversy because a paid HBO operative authored a hit piece to smear Showtime's top fighter.

USADA was there watching the IV be given. They knew an application was forthcoming. The application was submitted within the allowable time frame. There's nothing controversial about the paperwork being submitted three weeks later. USADA needs time to conduct their own investigation and Mayweather's lawyers and doctors need time to gather their own information and thoroughly argue their case.

An ambulance was called. The paramedic made the determination to administer the IV on site rather than delay. If Mayweather was dehydrated, it wouldn't have made sense to bring him to a hospital before administering the IV as that would simply delay treating his condition.

It's really none of NAC's business where it was performed considering it was 100% legal under NAC rules. Mayweather only needed a TUE to remain USADA compliant.
