Don't forget the WBC screwed Fury before preventing him from becoming mandatory.
Fury fought an eliminator in 2012 vs Kevin Johnson, a few months later Arreola and Stiverne also fought an eliminator for the WBC silver title. Instead of the winners fighting for the vacant title Vitali vacated, the WBC decided the winner of one eliminator would fight the loser of the same eliminator again for the title, so Stiverne/Arreola 2 happened.
So I don't expect Fury to be given a mandatory shot and even if Wilder wants a voluntary vs a still less than 100% Fury I doubt Fury takes it when he could make at least 10 times as much fighting Joshua.
